On July 27, 2017 a webinar on the topic of “carbon leakage” took place. There are various definitions to the term carbon leakage. One common definition is that it is a reduction of green house gas emissions (GHGs) by shifting GHG-emitting activities to another country, driven by differences in carbon regulation.
Presenter was Benjamin Görlach, senior fellow and Head, Economics and Policy Assessment at Ecologic Institute. The main points of the virtual discussion were: what the key concept of “carbon leakage" is, what the existing evidence on carbon leakage is, and policy implications. Other discussion points were whether or not carbon leakage is a problem, and how it can be prevented. The session was moderated by Matthias Duwe, senior fellow and Head, Climate at Ecologic Institute.
